From 2000 to 2010, the San Joaquin County population growth percentage was 17.8% (or from 563,598 people to 685,306 people). 37,253,956 - 2010 California Census / 53 = 702,905 per Congressional District. If the rules of Prop 20 passed by the voters 11/2010 are followed, San Joaquin County has 97.5% of the population needed to have its own Congressional District, falling 17,599 people short.
