Outline of Amendment to the [California] Voting Rights Act: 1) [Congress] [The Legislature] finds: a) Millions of [Americans] [Californians] live in gated communities, security apartment buildings, assisted living facilities, and mobile home parks where political canvassing is excluded, b) Most of these facilities are owned or controlled by persons who support the party of money, c) The exclusion of political canvassing from these facilities skews election results 2 to 3 percent towards the party of money. To correct this skewed result, [Congress] [the Legislature] enacts this Amendment to the [California] Voting Rights Act: 2) a) The following political canvassing activities are excluded from any definition of soliciting and from any prohibition against soliciting; Campaigning at individually addressed front doors by: i) candidates for elective public office ii) campaigners for or against candidates for elective public office iii) signature collectors for initiative or recall petitions iv) campaigners for or against initiatives or recalls or referenda v) voter registration drives b) All properties or communities with multiple individually addressed units within shall allow without charge political canvassing as described in (a) at the front doors of those individually addressed units. Nothing herein stated shall interfere with negotiation by parties concerned for reasonable limits on access.
